Senior Program Leadership

David Steiner // President

David serves as D&R's president and primary business development officer, charged with seeking new opportunities that align with D&R's vision and mission. He also serves as an advisor and program manager to many of D&R's contracts and projects. Previously, he served as program manager to the ENERGY STAR® program for the U.S. Department of Energy (DOE), providing leadership for the team's efforts to promote and qualify DOE's list of products. He has overseen outreach to manufacturing and retail ENERGY STAR partners, as well as the development of regional and nationwide promotional campaigns. Before joining D&R, David was vice president of government affairs at Maytag Corp., where he had primary responsibility for federal, state, and international government relations. He was a leading advocate for the company's energy- and water-efficiency efforts. David earned his undergraduate degree at Ashland University and his MBA at Case Western Reserve University. He loves playing piano and thinks managing T-ball games prepares you best for most business and life challenges.

John Rivera // Senior Advisor and Founder

John founded D&R International in 1985 with a vision to help drive energy efficiency in the marketplace. He currently serves D&R as a senior advisor to DOE’s Solid-State Lighting (SSL) Program. He provides DOE with policy and programmatic assistance related to federal legislation and regulation and on opportunities to offer commercialization support to the lighting industry. John helped establish the Lighting Facts voluntary industry labeling program for SSL products and the associated education and commercialization assistance provided to lighting manufacturers, retailers, and energy efficiency sponsors. John has been a pioneer in the development of voluntary market initiatives associated with the windows, lighting and appliance industries, and was a leader in the formative years of the ENERGY STAR program. John earned his undergraduate degree and an M.A. in Natural Resources Planning and Administration at the University of New Mexico. He also attended the Amos Tuck Business School at Dartmouth College. He is a proud father and grandfather.

Program Managers

Stephen Bickel // Market Research

Stephen directs market research for all D&R business development activities and projects. Stephen's team provides research, knowledge management, and marketing tools and services to D&R teams and clients, including the ENERGY STAR program. Stephen has particular expertise in the application of behavioral science to energy efficiency and provides training and strategic consulting to companies, government agencies, and non-profits. Previously at D&R, he managed the ENERGY STAR Program for Windows, Doors, and Skylights on behalf of DOE. Stephen has been supporting and directing resource efficiency programs for over 12 years. He holds an undergraduate degree from Oberlin College, a Masters of Science from MIT, and teaches behavioral psychology and communication theory in the Communications Masters Program at Johns Hopkins University. He defines all temperatures above 18° F as good weather for biking to work.

Chris Cloutier // Program Manager

Chris is a principal program manager at D&R, directing D&R’s outreach to its extensive network of retail and utility partners. He has led D&R's management of the State Energy Efficient Appliance Rebate Program, which includes providing support to all 56 U.S. states and territories. Previously at D&R, Chris provided outreach and support to a wide variety of ENERGY STAR retail partners for DOE and managed D&R’s portfolio of ENERGY STAR work for EPA. Chris began his career at D&R helping utility partners in 11 Midwestern states. A graduate of Macalester College, Chris is also very active in his community, serving on the City of St. Paul’s Capitol Improvement Budget Committee and a number of non-profit boards.

Shana Cockerham // Program Manager

Shana Cockerham manages D&R’s work on the ENERGY STAR program and D&R’s ENERGY STAR team, which provides technical analyses and industry insight to DOE and EPA on energy-efficient products. She also supports retailer outreach for DOE’s Lighting Facts program, which promotes the commercialization of high-performing solid-state lighting products. Before joining D&R, she worked at Lowe’s Home Improvement Warehouse for 11 years, serving in positions in merchandising and as the first ENERGY STAR lead. Shana is a graduate of the University of North Carolina at Charlotte. She spends most of her free time with her family and loves to travel.

Jordan Kelso // Data and Engineering

Jordan has conducted extensive work with utilities and DOE, providing guidance on implementation of energy conservation and efficient technologies in buildings. On behalf of DOE’s Office of Energy Efficiency and Renewable Energy, he developed and maintains the Buildings Energy Data Book, the most up-to-date reference for residential and commercial buildings energy data in the country. Jordan has assisted DOE in developing new ENERGY STAR criteria and upgrades to existing criteria for water heaters, room air conditioners, packaged terminal air conditioners, and windows. He has also assisted in implementing energy-efficient technologies and practices in low-income homes through DOE’s Weatherization Assistance Program since 1998. Jordan received a B.S. in Engineering from the University of Maryland-Baltimore County and an M.E. in Mechanical Engineering from the University of Maryland and is a registered Professional Engineer. When not crunching numbers, you might find Jordan enjoying time with his family or out running.

Susanne Rivera // Communications

Susie serves as a Program Manager for DOE's State Energy Efficient Appliance Rebate Program. She has also served as a Program Manager for D&R’s ENERGY STAR team on behalf of DOE. She oversees day-to-day marketing, promotional events, public relations, media relations, and communications. Susie has provided leadership on ENERGY STAR’s annual lighting campaign, OPERATION CHANGE OUT—The Military Challenge, ENERGY STAR appliance campaigns, and energy efficiency makeovers of local Ronald McDonald houses. She guides the development of training materials and multicultural outreach, and initiates and manages special events. She has also worked with the Weatherization Assistance Program to support communications and media relations sessions at the National Weatherization Training Conferences. A former journalist and broadcaster, she bleeds purple and gold on behalf of her alma mater, Louisiana State University, and loves watching her kids perform.

Marci Sanders // Energy Efficiency Programs

Marci is D&R's Director of Energy Efficiency Programs, with responsibility for overseeing program planning and development. She also serves as the Program Manager supporting DOE's Solid-State Lighting program. Based in Portland, Oregon, Marci draws upon her well-established relationships in the energy efficiency community to foster key partnerships across industry and government. She has more than 15 years of experience in market development and program and project management in the energy industry. Marci is a graduate of Willamette University, and her deepest passion in life is her animals.

Administrative Team

Tyler Garrison // Information Technology

Tyler Garrison oversees D&R's own IT operations and web services, and is an active member of our shared program services team, where he divides his time between filling the needs of our clients and finding new business opportunities that leverage technology. A graduate of the University of Delaware, he is also an avid guitar player and musician who thinks the best-tasting subs come only from his native state of Delaware.

Keri Hardnock // Human Resources

Keri manages Human Resources (HR) at D&R, including talent acquisition and retention, employee relations, performance management, compensation and benefits, and learning and development.  Keri has over ten years experience in human resource management.  Keri is a graduate of Shepherd College with a BS in Accounting and has earned her MS in Human Resource Management from The Catholic University of America.  She enjoys reading and spending time with her family.

Peggy Rivera // Contracts

For the past 10 years, Peggy has managed D&R's portfolio of contracts. She oversees all contracts and subcontracts for the government, the private sector, and individual subcontractors. Peggy ensures compliance with all contract requirements, develops and maintains financial management control systems, and works with D&R's project managers to create and manage budgets. Peggy maintains the company's federal and state GSA and Central Contractor Registration listings, and oversees reporting on the company's status and contracting activities.  A native of New Mexico, Peggy thinks Santa Fe is pretty close to heaven.
